Are police tactics against drunks in Kingston working?

Interesting feed from the Surrey Comet about the number of on the spot fines handed out by police in central Kingston to drunks. The paper describes them as ‘yobs’.
While applauding what appears to be a gradual decline in the number of spot fines issued, Paul Johnston (Conservative spokesman on Community) wonders if residents feel that enough is being done to tackle anti-social behaviour and make people feel safer going about central Kingston after dark. The Surrey Comet would also like to hear your views.
